About
The Archdiocese of Portland is dedicated to safeguarding the most vulnerable individuals in our community, including children, youth, and at-risk adults, through prevention, education, and assistance.
The "Creating A Safe Environment" (CASE) Program assists the Archbishop in coordinating child abuse prevention efforts throughout the Archdiocese of Portland. The program supports parishes, schools and agencies of the Archdiocese with all Safe Environment efforts, including background checks, training, and development and implementation of related policies.

Reporting Child Abuse

In Oregon law, adult abuse includes the abuse of a person 65 years of age or older and abuse of an adult under the age of 65 who has a disability (a physical or mental impairment that substantially limits one or more major life activities).
To report abuse of older adults and adults developmental or physical disabilities call 1-855-503-7233. If the elder/vulnerable person is in immediate danger call 911.

Any person who has reasonable cause that a child or and adult is being abuse must call (855) 503-SAFE (7233).
If you think someone is being hurt or is in danger call 911.
While on the call:- Ask for the name and email address of the person you are making the report to. If they ask why you need this information, let them know that you are required by the Archdiocesan policy to follow up the call with an email confirming the report.
- Document the response you received from the contact person. Responses might include, opening an investigation, not enough information to begin an investigation or this information will be added to an existing report received earlier.
After the call:- Send an email to the intake person you spoke with, confirming your. Include your full name, your church or school, contact information and who you made the report about. Ask the person to respond back that they received your email confirmation.
- Contact the Archdiocese Child Protection Office if the person suspected works or volunteers in a parish or Catholic School
See the attached form to document your call. This documentation must be kept indefinitely in the parish or school office.

3) In person training called "Creating a Safe Environment" (CASE). Dates & locations HERE.4) Complete "Anti-Harassment" course in Virtus.

1) A background check
2) "Know Your Policies" course can be found in Praesidium Academy under the "Featured Content" section.
3) In person group training called "Creating a Safe Environment" (CASE). Find CASE Training dates and locations HERE.
4) Complete "Anti-Harassment" course in Virtus.

New Catholic School employees MUST complete the following
1) A background check
2) "Know Your Policies" course can be found in Praesidium Academy under the "Featured Content" section.
3) In person group training called "Creating a Safe Environment" (CASE). Find CASE Training dates and locations HERE.
4) Complete "Anti-Harassment" course in Virtus. Catholic school employees will complete this annually.

2) “Preventing Sexual Activity Between Young Children" course or “Preventing Sexual Activity Between Adolescents" course can both be found in Praesidium Academy under the "Featured Content" section.
You only need to complete ONE course, you do not have to complete both.
However, if you work with children and adolescents you are welcome to do both but you are not required to do both.
Must be completed by December 31st, 2024.

Clergy Must Complete the Following:
1) A new background check must be completed every 3 years.
2) "Abuse Risk Management for Supervisors: Supervising for Safety" course can be found in Praesidium Academy under the "Featured Content" section. Must be completed by December 31st, 2024.
*Clergy are not required to complete the “Preventing Sexual Activity Between Young Children" course or “Preventing Sexual Activity Between Adolescents".

Current Catholic School Employees MUST complete the following:
1) A new background check must be completed every 3 years.
2) “Preventing Sexual Activity Between Young Children" course or “Preventing Sexual Activity Between Adolescents" course can both be found in Praesidium Academy under the "Featured Content" section.
You only need to complete ONE course, you do not have to complete both.However, if you work with children and adolescents you are welcome to do both but you are not required to do both.
You will be required to complete the courses for domestic violence, dating violence, and harassment. Please contact your school office to learn more about which course you will need to complete.
Must be completed by December 31st, 2024.
